Will County approves $2.2 million levy, raises fees

In a partisan vote, the Will County board approved a 2017 tax levy increase of $2.2 million — $1 million less than that proposed by County Executive Larry Walsh, D-Elwood. 

Republicans supported the levy, saying they were holding the line on taxes, and did not want to raise it by an additional $1 million.

But opposing Democrats said they wanted to make sure the county's programs, and its Health Department, were adequately funded. They also questioned where $1 million in cuts would be made in the budget.

Executive Larry Walsh Renews Call For Will County Public Building Commission's Elimination

Following the release of his proposed FY 2018 budget to the Will County Board, County Executive Larry Walsh again renewed his call to eliminate the Will County Public Building Commission (PBC) despite opposition from Will County Board leadership. Walsh said this move supports the county’s continued efforts to consolidate government services and improve efficiency. 

“It has become a common theme among many of my collar county colleagues that County leaders must chart the path forward on reducing the number of governmental units, especially those that no longer serve a useful purpose,” said Walsh. “I believe the Will County PBC has served the residents of Will County well in the past but there no longer seems to be a need for this separate governmental entity. I think we should set an example by eliminating this unnecessary taxing body.”

County Executive Larry Walsh proposes $551 million budget for Will County

Will County Executive Larry Walsh proposed a balanced $551 million budget, a lower property tax rate and further consolidation of government services in 2018, in his annual budget address during Thursday's county board meeting.

It reflects flat revenues, the reduction of $2.4 million in state funds, and an increase of $300,000 for salaries but not the added costs of a new five-year bargaining agreement with the 750 employees in the American Federation of State, County and Municipal Employees Local 1028, which was approved at this meeting, according to the executive. 

The new contract is expected to the cost an additional $2.2 million in its first year, which is spread across all county departments, Walsh said later.

Co. Executive Walsh credits compromise for Will County's accomplishments

In his 11th-annual State of the County address Thursday, Will County Executive Larry Walsh said the key to the county's success has been compromise and cooperation.

As he highlighted the "significant accomplishments" of the past year and the "exciting work" that lies ahead, Walsh stressed, "When we work together we can achieve great things."

The third-term Democratic leader has worked with a Republican-majority board on a $275 million effort to replace aging county facilities and, "despite challenges," has partnered with state and federal agencies on road work and expanded services to residents.
