Rep. Bill Foster, of Naperville, announced Friday that he will not challenge Republican Sen. Mark Kirk in 2016 and instead is backing another Democrat, Rep. Tammy Duckworth.
Foster, a physicist, said in a statement he wanted to avoid a "costly and, ultimately unnecessary, primary" election.
He said he will serve as co-chairman of Duckworth's finance committee to help her raise cash for her race.

A bill that would allow Will County to continue to use the Prairie View Landfill in Florence Township for an additional 15 years passed the U.S. House on Thursday, with bipartisan support from U.S. Reps. Bill Foster, D-11th, and Adam Kinzinger, R-16th.
The National Defense Authorization Act for fiscal 2015, which has yet to be voted on in the Senate, included a provision inserted by Kinzinger and Foster that allows Will County to continue using the 455-acre dump on the site of the former Joliet Arsenal through 2041.

A Homeland Security mandate that requires U.S. Immigration and Customs Enforcement to detain thousands of people a day costs a fortune and is holding up immigration reform, U.S. Rep. Bill Foster, D-Naperville, said Saturday.
The mandate, known as the detention bed quota, requires ICE to detain 34,000 people each day at a cost of $159 a person, Foster said. The bill to taxpayers runs $5.5 million a day or about $2 billion a year.
