Rep. Bill Foster, of Naperville, announced Friday that he will not challenge Republican Sen. Mark Kirk in 2016 and instead is backing another Democrat, Rep. Tammy Duckworth.
Foster, a physicist, said in a statement he wanted to avoid a "costly and, ultimately unnecessary, primary" election.
He said he will serve as co-chairman of Duckworth's finance committee to help her raise cash for her race.

Senate Republicans on Wednesday blocked legislation aimed at letting people refinance their student loans at lower rates, a pre-ordained outcome that gave Democrats a fresh election-year talking point against the GOP. The 56-38 vote fell short of the 60 that would have been needed to advance to debate on the measure by Sen. Elizabeth Warren, D-Mass. Her bill would have let millions of borrowers, some with years-old debt and interest rates topping 7 percent or more, refinance at today's lower rates. The bill would have been paid for with the so-called Buffett Rule, which sets minimum tax rates for people making over $1 million.

Senate Republicans derailed a Democratic bill Wednesday curbing paycheck discrimination against women, an effort that even in defeat Democrats hoped would pay political dividends in this fall's congressional elections.
Wednesday's vote was 53-44 to halt GOP tactics aimed at derailing the legislation, but that fell seven short of the 60 votes Democrats needed to prevail.

Senate Republicans, backed by a small band of rural-state Democrats, turned away legislation Wednesday to tighten restrictions on the sale of firearms, rejecting repeated appeals from President Barack Obama and personal pleas by families of the victims of last winter’s mass elementary school shooting in Newtown, Conn.
Attempts to ban assault-style rifles and high capacity ammunition magazines also faced certain defeat in a series of showdown votes four months after a gunman killed 20 elementary school children and six staff members at Sandy Hook Elementary.
