Quinn signs law to help DuPage consolidation efforts

 The work to abolish some of DuPage County's more than 400 taxing bodies now can begin.

Gov. Pat Quinn on Friday signed into law legislation giving DuPage the authority to eliminate as many as 13 local governmental entities, including fire protection, sanitary and mosquito abatement districts.

"I think it's landmark legislation," Quinn said after the signing ceremony at the county administration building in Wheaton. "It's a great model for other counties all across our state. What we want to do now is convince other counties that this is the way to go."

Quinn pitches pension plan of attack but no agreement

Gov. Pat Quinn offered a compromise suggestion today on how to break the impasse on pension reform: combine the dueling plans into one bill and let the courts sort it out.

But Speaker Michael Madigan was cool to the idea, suggesting the governor instead should focus on building support for the proposal that’s already passed the House.

"This is like a lot of things in the legislature," Madigan said. "You can make it complicated if you wish, or you can keep it simple. Let me say it again: The best pension bill that passed so far, and the one that does the most cost savings is the House bill, and that's in the Senate. And the governor ought to work to get that passed."

Judge backs IDOT in airport land condemnation lawsuit

The state can move forward with a plan to condemn land in the footprint of the proposed South Suburban Airport, a Will County judge ruled Friday.

Attorneys for the Barbour family, who own land in the planned airport’s footprint, had filed a motion in Will County Circuit Court to dismiss a condemnation lawsuit filed by the Illinois Department of Transportation.

Quinn’s $35.6 billion budget — 1 in every 5 dollars goes to pensions

Gov. Pat Quinn will propose a “painful” $35.6 billion state spending plan for next year that boosts funding for pension costs while cutting spending on schools and higher education, aides said Tuesday.

The budget proposal the governor will present to state lawmakers Wednesday represents a 3-percent increase in spending over current levels but contains no tax or fee increases or sweeping new programs that might be salted within a typical election-year budget.
